Retail theft by FedEx driver investigated, driver arrested

Officers with the Shreveport Police Department were dispatched to 7044 Youree Drive in reference to a theft in progress on Aug. 13 at approximately 1:30pm. The location is a strip mall containing several
connected businesses.

Officers were advised that a man wearing a FedEx uniform was suspected of stealing items from packages. Upon arrival, officers observed several boxes that had been cut open with a knife. A reported FedEx driver, identified as Jalen Page, was seen removing items from the packages.

Further investigation revealed that Page had several thousands of dollars’ worth of stolen merchandise inside his FedEx truck. Officers determined the items had been stolen from multiple businesses, including Buckle, Best Buy, Rack Room Shoes, and American Eagle. Additional stolen packages were identified from
Lululemon, Sports Spectrum, and several other stores.

Detectives from the Shreveport Police Department’s Property Crimes Unit responded to the scene to continue the investigation. At this time, Page has been charged with three counts of Organized Retail Theft. Detectives believe this case is far from over, as more stolen property is being identified and recovered. It is estimated that more than $25,000 worth of merchandise has already been recovered, with additional items seized for processing.

The Shreveport Police Department would like to thank the citizens who reported suspicious activity, the
diligent work of the patrol officers who initiated this case, and the detectives who are now working to identify victims and return thousands of dollars in stolen merchandise.

The Shreveport Police Department is asking for the public’s assistance in locating several individuals wanted in connection with theft and other property-related crimes. This week’s “Warrant Wednesday” highlights cases involving stolen property, vehicle theft, and even crimes committed against family members.

Rashawnita Dequett Rogers (DOB: 12/13/1988) is wanted for theft. Detectives note she has violent
tendencies and a history of fleeing arrest and prior offenses.

Willie James Smith (DOB: 01/30/1971) is wanted for illegal possession of stolen things and theft.

Coco Martin (DOB: 08/12/2001) is wanted for illegal possession of a stolen vehicle, property damage, and
aggravated flight. Has a history of fleeing from police.

Melissa Coates is wanted for stealing approximately $20,000 from a family member.

Shambri Kemper (DOB: 08/21/1985) is wanted for stealing narcotics from a relative in a separate case.

Investigation leads to arrest of Caddo Parish deputy for insurance fraud

The Louisiana State Police Insurance Fraud/Auto Theft Unit arrested a Caddo Parish Sheriff’s Office Deputy on criminal charges on Aug. 11 at approximately 5pm. The investigation resulted in the arrest of 50-year-old Frank Launer III of Blanchard.

The investigation began in May when investigators received reports from the Louisiana Department of Insurance alleging that Launer committed automobile insurance fraud. As the investigation progressed, investigators learned that in April, Launer was involved in a motor vehicle crash, during which he was operating his vehicle without insurance coverage. The investigation revealed that Launer subsequently contacted the insurance company to obtain coverage for his vehicle after the crash occurred, and then reported the crash to the insurance company later that same day.

As a result of the investigation and information obtained, an arrest warrant was obtained through the 1st JDC, charging Launer with automobile insurance fraud. Launer was arrested and processed in the Caddo Correctional Center on the above charge.

“The Caddo Parish Sheriff’s Office does not condone the alleged actions attributed to Frank Launer”, said Caddo Parish Sheriff Henry Whitehorn. “We fully support the Louisiana State Police in their ongoing investigation into this matter.”

SPD arrests one suspect, identifies second in burglary, vehicle theft of disabled veteran

Shreveport Police Department investigators have arrested Courtney Michelle Brown in connection with the July 28 burglary of a disabled veteran’s residence on Line Avenue.

Through investigative efforts and assistance from a Crime Stoppers tip, detectives identified the female
suspect as Brown. She has been taken into custody without incident.

Detectives have now identified the second suspect as Darren Gray. Gray has an extensive and violent
criminal history, including charges of battery, aggravated burglary, and is a convicted felon.

Warrants have been issued for Gray for the following offenses:

  • Simple Burglary
  • Theft of Motor Vehicle
  • Theft
  • Property Damage

Gray remains at large and should be considered dangerous. The Shreveport Police Department urges the
public not to approach him.

Shreveport Police sergeant placed on administrative leave pending investigation

The Shreveport Police Department was notified that Sergeant Justin White had been involved in an alleged DWI incident in Harrison County, Texas, on August 10.

At the time of the incident, Sergeant White was off duty and operating a personal vehicle. Upon receiving this information, Chief Wayne Smith immediately placed Sergeant White on administrative leave pending the outcome of the investigation.

Sergeant White has been employed with the Shreveport Police Department since 2004. The department
holds its officers to the highest standards of conduct, both on and off duty. This matter remains under
investigation, and no further details are available at this time.


Shreveport man arrested for aggravated arson, possession of stolen firearm

The Shreveport Police Department has arrested 34-year-old Justin Emerson in connection with a house fire that occurred in the early morning hours of August 3.

Just after 1am, officers responded to a report of a structure fire in the 2500 block of Highland Avenue. Upon arrival, they found the residence at 2512 Highland Avenue fully engulfed in flames. Officers quickly
detained Emerson at the scene.

A joint investigation by the Shreveport Police Department and the Shreveport Fire Department determined that Emerson was allegedly responsible for intentionally setting the fire. He was also found to be in possession of a stolen firearm at the time of his arrest.

Emerson has been charged with one count of aggravated arson and one count of possession of a stolen
firearm. He was booked into the Shreveport City Jail.


SPD K-9 Enzo tracks down suspected burglar at DOTD worksite

Shreveport Police Communications received a call for service from Louisiana Department of Transportation and Development (DOTD) employees and contractors working at 8805 St. Vincent Avenue on August 8 at approximately 1:53am. Upon arriving at the site, workers observed a man actively breaking into large construction storage containers used to secure valuable tools and work-related equipment.

According to witnesses, once the suspect noticed them, he fled into a nearby wooded area, leaving behind the Dodge Ram truck he had driven to the location. The truck, which had been backed in, was loaded with DOTD property, and additional stolen items were staged nearby, apparently awaiting transport. The suspect was described as wearing a dark-colored shirt or jacket.

SPD K-9 Rudo initially conducted an area search but concluded due to high heat and safety considerations for the canine. SPD K-9 Enzo and his handler were then deployed to a different area of interest.

The search area was heavily overgrown and poorly lit, with multiple hazards including large rocks, piles of
railroad cross ties, and mounds of roadway material. Approximately 30 to 50 yards into the brush, K-9 Enzo located and engaged the suspect, who was found lying down and attempting to hide near a rock pile and railroad ties.

The suspect, identified as 43-year-old Anthony Stout (DOB: 7/27/81), was wearing a headlamp and gloves at the time of his arrest. Shreveport Fire Department personnel provided medical care for injuries to his right forearm.

Further investigation revealed Stout had multiple active warrants out of Bossier Parish for burglary-related
charges. He now faces additional burglary charges in Shreveport.


Update in recent burglary, vehicle theft case

Thanks to a tip through Caddo Crime Stoppers, detectives with the Shreveport Police Department have identified one of the suspects involved in a recent burglary and vehicle theft.

The female suspect has been identified as 33-year-old Courtney Michelle Brown. Detectives with SPD’s Property Crimes Unit have obtained warrants for Brown’s arrest for the following charges:

  • One count of Simple Burglary
  • One count of Theft of a Motor Vehicle
  • One count of Theft
  • One count of Property Damage

This investigation stems from an incident that occurred on July 28.

Thanks to surveillance footage and community involvement, detectives were able to identify Brown as one of the individuals involved. However, the second suspect—an unidentified Black male seen in the footage—is still at large.

Shreveport Police make arrests in July 7 rape case

The Shreveport Police Department’s Sex Crimes Unit has arrested two individuals in connection with a rape that occurred on July 7.

Following a thorough investigation, detectives arrested Jeremiah Vincent and Maurice Shaw in connection
with the sexual assault of a 17-year-old victim. Vincent has been charged with one count of Third-Degree
Rape, while Shaw has been charged with one count of Principal to Third-Degree Rape.

If convicted, both individuals could face up to 25 years in prison.

Under Louisiana Revised Statute 14:43, Third Degree Rape is defined as non-consensual anal, oral, or
vaginal intercourse committed under any of the following circumstances:

  1. When the victim is incapable of resisting or understanding the nature of the act due to a stupor,
    intoxication, or other mental condition, and the offender knew or should have known of the victim’s
    condition.
  2. When the victim is temporarily or permanently incapable of understanding the nature of the act due to
    an unsound mind, and the offender knew or should have known of the victim’s incapacity.
  3. When the victim submits under the belief that the offender is someone else known to them, and that
    belief is intentionally induced by deception.

The investigation remains ongoing.

Shreveport Police pursue suspect in bank fraud case

The Shreveport Police Department is actively searching for Isaiah Santiago, who is wanted in connection with a bank fraud investigation.

Santiago is accused of depositing fraudulent checks that were made to appear as legitimate U.S. Treasury
checks. Investigators were able to identify him through video surveillance footage and with assistance from local law enforcement partners.

Surveillance video shows Santiago conducting multiple transactions at Thrifty Liquor locations, where he
withdrew large sums of money connected to the forged checks.

An arrest warrant has been issued for one count of bank fraud.

Mother arrested after leaving child in hot car

The Shreveport Police Department has arrested a woman after a two-year-old child was found left alone in a hot, turned-off vehicle outside the Dollar Tree Lot located at 6730 Pines Rd. 

Around 10:30am yesterday, officers were called by a concerned citizen who saw the child unattended in the back seat of a parked vehicle. Responding officers arrived quickly and located the child, who was strapped in a car seat and sweating heavily. The vehicle was turned off, and although a window had been rolled down, the interior of the car was dangerously hot.

Officers were able to safely remove the child from the vehicle before tragedy could occur.

Shortly after, the child’s mother, identified as LaCrystol Johnson, exited the store and was taken into custody. She has been charged with one count of Child Desertion.

Johnson reportedly told officers she believed the child would be safe because the window was rolled down. However, at the time, the outside temperature was approximately 93 degrees. On an asphalt lot, the temperature inside a parked, turned-off vehicle can climb to well over 100 degrees within minutes—posing extreme risk to any child left inside.

Thanks to the quick action of a concerned citizen and the swift response of officers, this child is safe. But this incident could have ended much differently.


Shreveport Police searching for two sex offenders who failed to register

The Shreveport Police Department’s Sex Crimes Unit is actively searching for two individuals who have been convicted of sex-based crimes and are now wanted for failing to register as sex offenders.

Detectives are seeking the whereabouts of Adarian Wilson and Jeremy Monistere, both of whom are
classified as Tier 1 sex offenders. Under Louisiana law, Tier 1 offenders are required to register annually.
Failure to do so is a criminal offense.

Warrants have been issued for both Wilson and Monistere for Failure to Register as a Sex Offender.

Traffic stop leads to drug arrest

A routine traffic stop conducted by the Greenwood Police Department led to the arrest of a Texas man on multiple drug charges on the evening of August 2 at approximately 8:38pm.
 
Sgt. Faris observed a gold Mercury Grand Marquis traveling west on Greenwood Road near West 70th Street without a functioning license plate light. Sgt. Faris observed the driver stop in the lane of traffic on Greenwood Rd., exit his vehicle at a red light to activate small LED lights to illuminate the license plate. Because the traffic light turned green while the driver was doing this, the car briefly obstructed westbound traffic. Sgt. Faris initiated a stop and made contact with the driver in the parking lot of the Woodland Terrace Apartments.
 
A records check revealed that the Texas license plate on the vehicle was expired and registered to a different make and model. The windshield registration sticker also did not belong to the vehicle. Additionally, officers detected the odor of marijuana, and the driver admitted to recently smoking a marijuana cigar, which was recovered at the scene.
 
A probable cause search of the vehicle resulted in the discovery of a digital scale, a pack of Swisher cigars containing two plastic baggies—one with suspected crack cocaine and the other with five MDMA (Ecstasy) pills. Both the driver and passenger were detained. The driver claimed ownership of the narcotics.
 
The driver was arrested and booked into the Caddo Correctional Center on the following charges:
  • Possession of Schedule II Drugs (Crack Cocaine and MDMA)
  • Possession of Drug Paraphernalia
  • Improper Equipment (No License Plate Light)
The vehicle was left on private property under the custody of the passenger, who was advised not to operate the vehicle until it meets legal requirements.
 
This arrest is part of the Greenwood Police Department’s ongoing efforts to ensure roadway safety and uphold public trust through proactive policing.

Shreveport Police investigating fatal shooting on Dalzell Street

Shreveport Police Department patrol officers responded to reports of a shooting in the 1000 block of Dalzell Street on Sunday, Aug. 3, at approximately 9:46pm.

Upon arrival at 1005 Dalzell Street, officers located a Black female inside the residence who had sustained
multiple gunshot wounds. The Shreveport Fire Department also responded and, upon arrival, pronounced the victim deceased at the scene.

SPD Violent Crimes detectives were immediately called to the scene and have taken over the investigation.

At this time, the investigation remains ongoing.

Shreveport police officer arrested for DWI

Shreveport Police Sergeant Roland Garner was arrested by officers of the Shreveport Police Department for one count of Driving While Intoxicated (DWI) on August 2.

Sgt. Garner was contacted while operating a vehicle and was suspected of being impaired. Following
standard procedure, he was arrested and transported to the Caddo Correctional Center, where he has since bonded out.

In accordance with departmental policy, Sgt. Garner has been placed on administrative leave pending the
outcome of the internal investigation. Sgt. Garner has been employed with the Shreveport Police Department since 2005.

This is an unfortunate incident that does not reflect the values or professionalism of the Shreveport Police
Department. They remain committed to accountability and transparency in all matters involving their personnel.


CPSO asks for tips on drive-by shooting in Greenwood

The Greenwood Police Department and the Caddo Parish Sheriff’s Office were dispatched to the 8400 block of Kelly Lane in Greenwood in response to a report of a drive-by shooting on Thursday, July 30, at approximately 6:15 p.m.
 
During the preliminary investigation, several shell casings were found in the street in front of a residence. Detectives discovered that the house had been struck by gunfire. However, fortunately, no one was injured in the incident.
 
Witnesses reported seeing a white four-door sedan speeding away from the scene shortly after the shooting. The vehicle is possibly a Kia Forte with a black stripe on the back bumper.

SPD wants public’s help in identifying suspects in burglary, vehicle theft

Officers with the Shreveport Police Department were dispatched to the 1500 block of Line Avenue in response to a burglary and vehicle theft on July 28 just after midnight.

The victim, a disabled veteran, reported that while he was asleep around 12:40am, two unknown
individuals—a Black male and a White female—entered his residence without consent. The suspects
proceeded to steal various items, including clothing, jewelry, and the keys to the victim’s vehicle, a white 2019 Mercedes-Benz.

After collecting the stolen property, the suspects fled the scene in the victim’s vehicle. Shortly afterward, the victim’s debit card was unlawfully used at a local Circle K convenience store.

SPD detectives have since obtained video surveillance footage related to the incident and are actively
working to identify the individuals responsible. This crime is especially troubling given the victim’s status as a military veteran—someone who has already given much in service to the country.

Theft is cowardly on its own, But to steal from a sleeping veteran? That deserves no sympathy and no
quarter. We will find these individuals—and we will bring them to justice.”

Shreveport Police investigate two cases involving theft from family members

The Shreveport Police Department is currently investigating two unrelated cases involving individuals
accused of stealing from their own family members.

In the first case, Melissa Coates is wanted for one count of Access Device Fraud. Coates is accused of
unlawfully using her brother’s access card to make a series of unauthorized transactions. Detectives
discovered that most of the transactions were conducted via Cash App and totaled approximately $20,000. The incidents occurred in early 2025.

In a separate investigation, Shambri Kemper is wanted in connection with a case involving prescription
narcotics. Kemper is accused of picking up a Percocet prescription belonging to her mother without
permission on July 15th. Investigators determined she did not have authorization to obtain the controlled
substance and noted that Kemper has prior arrests related to narcotics. As a result, detectives have obtained an arrest warrant for one count of Possession of Schedule II Narcotics, one count of Obtaining CDS by Fraud, and one count of Theft.

Shreveport Police arrest one suspect in attempted murder shooting

Shreveport Police officers responded to a report of a shooting near the intersection of Fulton Street and Fairy Street on July 20.

Following an investigation, detectives with the Shreveport Police Department’s Violent Crimes Unit identified Jadaviona Williams as a suspect in the case. She was arrested and charged with one count of Attempted Second Degree Murder.

Detectives have also identified a second suspect, 21-year-old Jaycee Brown, in connection with the incident. Arrest warrants have been issued for Brown on the following charges:

  • Attempted Second Degree Murder
  • First Degree Robbery
  • Theft of a Firearm

Jaycee Brown is considered armed and dangerous. Do not attempt to approach him. If anyone sees Brown or has any information about his location, contact law enforcement immediately and use extreme

Arrest made in 2024 Shreveport homicide

Shreveport Police officers responded to reports of a shooting in the 3500 block of Milam Street on June 5, 2024, at approximately 5:52pm.

Upon arrival, officers learned that the victim, Trevion Marshall (DOB: 12/16/1999), had been struck by gunfire. A friend attempted to drive him to the hospital in a private vehicle but was intercepted by Shreveport Fire Department personnel, who were already enroute to the scene to render aid. Marshall was transported to a local hospital, where he was later pronounced deceased.

Following an in-depth investigation, detectives with the Shreveport Police Department’s Violent Crimes Unit identified Shontravious Rogers (DOB: 08/31/1989) as the suspect responsible for the shooting.

Thanks to the outstanding work of SPD detectives and in collaboration with the U.S. Marshals Service,
Rogers was located and taken into custody in Fort Worth, Texas, on July 17. He was extradited to
Shreveport and booked into the Caddo Correctional Center on July 29.

This arrest is the result of determined investigative work and strong interagency cooperation. The Shreveport Police Department remains committed to holding violent offenders accountable and bringing justice to victims and their families.


Sex Crimes detectives arrest man for Felony Carnal Knowledge of a Juvenile

Shreveport Police Sex Crimes detectives have arrested Damian Cook (DOB: 1/17/1994) following an
investigation that began in April.

Cook, 21, was taken into custody for Felony Carnal Knowledge of a Juvenile after detectives determined he was involved in a sexual relationship with a 15-year-old female.

The case was thoroughly investigated by the department’s Sex Crimes Unit, who gathered evidence and
secured a warrant for Cook’s arrest. He was later booked into the Shreveport City Jail.

The Shreveport Police Department remains committed to aggressively investigating all cases involving the
sexual exploitation of juveniles and holding offenders accountable.

Two men sought in separate domestic violence cases

The Shreveport Police Department is actively searching for two individuals wanted in connection with
separate domestic violence incidents.

Terry Savannah is wanted for stalking following a July 4 incident in the 1600 block of Shepherd Drive.
Savannah is accused of repeatedly harassing a former romantic partner by unlawfully coming to her
residence. Surveillance footage captured him in the victim’s backyard peering through windows. Detectives with SPD’s Domestic Violence Unit have secured an arrest warrant for Savannah.

Kendrick Jones is wanted for a violent domestic attack that occurred on July 6 in the 4200 block of Henry
Street. Jones is accused of brutally assaulting a woman—his dating partner—by striking her repeatedly in the face with brass knuckles. The assault occurred in the presence of a 16-year-old and a 17-year-old who
attempted to intervene and were also injured in the process. Detectives have obtained warrants for Jones for two counts of domestic abuse battery with child endangerment and battery of a dating partner with a
dangerous weapon.

CPSO deputies arrest Blanchard man for hit-and-run

A Blanchard man was arrested for hit-and-run and multiple other traffic violations, stated Sheriff Henry Whitehorn, Sr.
 
On July 26, around 8am, patrol deputies responded to a report of a burglary in the 6900 block of Carroll Circle near Blanchard.
 
Upon arrival, deputies found a 34-year-old man named Colin Hurst in the backyard of the residence, bleeding. Hurst appeared to be extremely impaired and possibly believed he was at his own home. Further investigation revealed that Hurst had crashed his vehicle on Glenn Road and then fled the scene on foot. It was also discovered that he was driving with a suspended license due to a prior DUI.
 
Deputies transported Hurst to Ochsner/LSU Health to treat the injuries he sustained while attempting to break into the residence. After being examined by medical staff at Ochsner/LSU Health, Hurst was subsequently taken to Caddo Correctional Center, where he was booked for hit and run, DWI (4th offense), and driving under suspension.

Man arrested after pointing rifle at victims while driving

Shreveport Police officers were dispatched to the area of Wilkinson Street and Centenary Boulevard in reference to a report of a man pointing a weapon at two individuals on July 27, just after 9pm. 

The victims told officers they were traveling on Youree Drive when a white Ford F-150 began following them, flashing its headlights and driving aggressively. The truck then passed them, and the passenger—a white male—pointed what appeared to be a rifle at them.

The victims were able to provide a detailed description of the vehicle, and responding officers quickly located and stopped the suspect truck. Officers arrested 28-year-old Aaron Heins for one count of aggravated assault.

Further investigation revealed that the weapon used was an airsoft rifle. However, under Louisiana law,
assault is defined as the intentional placing of another person in reasonable fear of receiving a battery. Given the realistic appearance of the weapon and the public nature of the incident, officers determined that the fear instilled in the victims warranted criminal charges.
