Henry L. Whitehorn Sr. was sworn in by the Honorable Ramona Emanuel on Monday as the first African American Sheriff for Caddo Parish.

Whitehorn graduated with a Bachelor of Arts in Criminal Justice from Louisiana State University – Shreveport and a Master of Science in Criminal Justice from Grambling State University. He has completed numerous law enforcement schools. including the FBI National Academy (170th Session) and the FBI National Executive Institute (28th Session).

Whitehorn proudly served his country in the United States Air Force from 1973 to 1977. He joined the Louisiana State Police in 1978, where he remained until 2007. During his time with the State Police, Whitehorn served as a Trooper, Narcotics Trooper, Sergeant, Lieutenant, Captain, Major, Lieutenant Colonel, and Superintendent. Following his tenure with the State Police. Whitehorn served as Chief of Police for the City of Shreveport from August, 2007 until July, 2010.

In 2010, President Barack Obama nominated Whitehorn for United States Marshal for the local district. The nomination was unanimously confirmed by the U.S. Senate. Whitehorn served as U.S. Marshal for 10 years, and he retired on January 31, 2020. After his retirement, Whitehorn returned to the City of Shreveport where he served as Chief Administrative Officer from February, 2020 to December, 2022.
