
Louisiana’s economy is entering a historic growth phase, according to projections from renowned forecaster Dr. Loren Scott, whose October 3, 2025 economic forecast predicts the state will add 74,500 jobs over the next two years. This growth trajectory positions Louisiana to surpass the significant two million jobs threshold for the first time in state history by the end of 2025.
The projected job growth is primarily driven by an unprecedented industrial construction boom fueled by major investment projects across the state. Meta’s $10 billion AI data center in Richland Parish stands as the flagship project, with peak construction expected to employ more than 5,000 workers onsite while creating 500 permanent operational jobs upon completion. The 4 million-square-foot campus represents the largest data center in Meta’s global fleet.
Scott’s forecast, released at the Louisiana Business Symposium hosted by the Greater Baton Rouge Business Report, identifies specific regional impacts across Louisiana. Monroe and northeast Louisiana emerge as particular beneficiaries of the Meta project. “Entergy is building two power plants right next to it. All that construction activity is really going to cause Monroe to boom for the next few years,” Scott stated.
The Meta facility’s substantial power needs—estimated to boost Louisiana’s electricity consumption by 15%—have driven Entergy to construct supporting infrastructure, creating additional construction employment and long-term operational jobs.
Baton Rouge is projected to see a 4.9% job gain over the next two years, adding 21,600 new positions, thanks to industrial construction in Ascension Parish. More than $20 billion in projects are underway, most located in the 17,000-acre RiverPlex MegaPark development bordering the Mississippi River.
The RiverPlex development will be anchored by Hyundai Steel’s $5.8 billion steel mill, creating approximately 1,300 direct jobs with average salaries of $95,000 plus an estimated 4,100 indirect positions. This facility will produce more than 2.7 million metric tons of ultra-low carbon steel annually to support Hyundai’s automotive manufacturing operations.
Lake Charles and southwest Louisiana rank among the state’s fastest-growing regions, driven by continuing expansions in the liquefied natural gas industry. Woodside Energy hosted groundbreaking for its $17.5 billion Louisiana LNG site in Sulphur in September 2025, representing one of several major LNG investments positioning Louisiana to lead global natural gas exports.
Louisiana’s labor market strength is evident in employment statistics showing 0.8 unemployed persons per job opening as of May 2025, outperforming the national average of 0.9. This tight labor market reflects robust demand for workers across multiple sectors.
Scott’s projections show varied growth across Louisiana’s metropolitan areas. Hammond and St. Tammany Parish are both projected to see 3.4% job gains, while Shreveport-Bossier City is expected to see 3.3% growth due to prospects at the Cyber Research Park and the Port of Caddo-Bossier. Lafayette is forecast to see a 2.8% gain in jobs.
The forecast represents a dramatic turnaround for Louisiana’s economy, which has historically struggled with job growth and population retention. The state came close to breaking the 2 million jobs mark in 2015 and 2019, but drops in oil prices followed by the COVID pandemic caused employment to plunge.
The construction boom extends beyond Meta and Hyundai to include CF Industries’ approximately $4 billion ammonia production facility in Donaldsonville and Venture Global’s $18 billion LNG expansion in Plaquemines Parish. These projects create temporary construction jobs that transition into permanent employment as facilities become operational.
Governor Jeff Landry’s administration has emphasized that Louisiana is experiencing “a revival” of its economic fortunes, a characterization supported by recent investment announcements totaling over $61 billion since January 2024. The job growth forecast provides concrete validation of this economic transformation as Louisiana positions itself as a leader in advanced manufacturing, energy infrastructure, and technology development.
